 习近平主席对巴西国事访问取得丰富成果

      中国国家主席习近平于2024年11月20日对巴西进行了国事访问,并在访问期间表示,中巴关系正处于最佳时期。此次访问中,两国签署了多达37项战略协议,覆盖了基础设施、工业、能源、采矿、金融、通信、可持续发展、旅游、体育、卫生和文化等多个领域,进一步加深了两国双边合作关系。这些丰富多样的合作项目,充分展示了中巴关系持续加强的蓬勃态势。


      其中,中国与巴西签署了一项重要协议——《中华人民共和国政府和巴西联邦共和国政府关于共建“一带一路”倡议同“加速增长计划”“巴西新工业计划”“生态转型计划”“南美一体化路线计划”对接的合作规划》。这一协议旨在促进中国“一带一路”倡议与巴西的基础设施和工业激励计划之间的协同效应。自2003年以来,尽管巴西尚未加入“一带一路”倡议,但它已成为中国在拉丁美洲的主要投资国,占据了中国在该地区总投资额的39%。


      农业是两国合作中的核心领域,双方签署了六项与之相关的新协议。对巴西而言,这些协议不仅为其产品市场扩张和竞争力提升提供了新机遇,还深化了在农药监管和农业卫生等领域的技术合作。对中国而言,这些协议不仅能够促进农产品供应来源的多元化,还能够加强双边伙伴关系,以满足国内对高品质食品日益增长的需求,保障粮食安全。


      在基础设施领域,巴西城市部与中国住房和城乡建设部签署了一项合作协议,旨在推动巴西城市发展。而中国在城镇化和安居工程方面的丰富经验,能为巴西解决住房短缺和城市无序扩张难题提供有力支持。


      11 月 21 日,习近平主席对巴西进行国事访问后乘专机启程回国。

China and Brazil sign 37 strategic agreements

      China's president, Xi Jinping, on his state visit on Wednesday 20th, said that the relationship between Brazil and China is at its best. The visit strengthened bilateral cooperation, resulting in the signing of 37 strategic agreements covering areas such as infrastructure, industry, energy, mining, finance, communications, sustainable development, tourism, sports, health and culture. This broad scope of partnerships demonstrates a strengthening of the Brazil-China relationship.


      Among the agreements, Brazil signed the Brazil-China Cooperation Plan to establish synergies between the Growth Acceleration Program, the New Industry Brazil Plan, the Ecological Transformation Plan, the South American Integration Routes Program, and the Belt and Road Initiative. This plan seeks synergy between the Chinese initiative and Brazil's infrastructure and industrial incentive programs. Brazil is already the main destination for Chinese investment in Latin America, receiving 39% of the total since 2003, even without formally joining the initiative.


      As for the agricultural sector, which is the main area of cooperation between the two countries, six new agreements were formalized. For Brazil, the agreements present opportunities to expand the market for certain products and increase competitiveness, with the expansion of technical cooperation in areas such as pesticide regulation and agricultural health. For China, the agreements help ensure food security by diversifying its sources of supply of agricultural products and strengthening partnerships that meet the growing domestic demand for quality food.


      In the area of infrastructure, an agreement was signed between the Ministry of Cities and China's Ministry of Housing and Urban-Rural Development, with the aim of strengthening urban development. China's experience in urbanization and housing projects can help Brazil tackle its problems of housing shortages and the disorderly expansion of cities.


      Xi Jinping will leave Brazil on Thursday, November 21.
